Bombs target Shiite areas, security forces in multiple cities across Iraq, killing 26
BAGHDAD - Bombs striking Shiite neighbourhoods, security forces and other targets across Iraq killed at least 26 people Sunday, officials said. It was the latest instance in which insurgents launched co-ordinate attacks in multiple cities across the country in a single day, apparently intending to rekindle widespread sectarian conflict and undermine public confidence in the beleaguered government.
The deadliest attack came in the town of Taji, a former al-Qaida stronghold just north of Baghdad, where three explosive-rigged cars went off within minutes of each other. Police said eight people died and 28 were injured in the back-to-back blasts that began around 7:15 a.m.
In all, at least 94 people were wounded in the wave of attacks that stretched from the restive but oil-rich city of Kirkuk in Iraq's north to the southern Shiite town of Kut.
There was no immediate claim of responsibility for the violence, but car bombs are a hallmark of al-Qaida in Iraq. The Sunni militant network has vowed to take back areas of the country, like Taji, from which it was pushed before U.S. troops withdrew last December.
Shortly after the Taji attacks, police said a suicide bomber set off his explosives-packed car in the Shiite neighbourhood of Shula in northwest Baghdad. One person was killed and seven wounded. Police could not immediately identify the target.
"So many people were hurt. A leg of a person was amputated," lamented Shula resident Naeem Frieh. "What have those innocent people done to deserve this?"
And in Baghdad's bustling Karrada neighbourhood, a parked car laden with explosives went off next to a police patrol, killing a police officer and a civilian, other officials said. Eight other people were injured. The blast was followed minutes later by another parked car bomb as people gathered, killing three civilians and injuring 12 others, they added. Secondary bomb blasts targeting those coming to help the wounded are a common insurgent tactic.
Elsewhere in the country, another suicide bomber drove a minibus into a security checkpoint in Kut, located 160 kilometres (100 miles) southeast of Baghdad. Three police officers were killed and five wounded, Maj. Gen. Hussein Abdul-Hadi Mahbob said.
And in Iraq's north, another policeman was killed when security forces were trying to defuse a car bomb parked on the main highway between the cities of Kirkuk and Tuz Khormato, said Kirkuk police chief Brig. Gen. Sarhad Qadir. A second policeman was wounded in the blast, Qadir said. Kirkuk is about 290 kilometres (180 miles) north of Baghdad.
In mid-morning, another parked car bomb went off next to a bus carrying Iranian pilgrims in the town of Madain, killing three Iraqis and injuring 11 others included seven Iranians, another police officer and health official said. Madain is a mainly Sunni area located 20 kilometres (12 miles) southeast of Baghdad.
In the town of Balad Ruz, 75 kilometres (45 miles) northeast of Baghdad, a parked car bomb targeted a passing police patrol, killing two policemen and injuring seven others, a police officer and health official said. And in the nearby town of Khan Bani Saad, 15 kilometres (nine miles) northeast of Baghdad, yet another parked car bomb exploded near a market and killed one civilian and injured nine others, they added.
Two Iraqi soldiers were killed in the town of Tarmiyah, 50 kilometres (30 miles) north of Baghdad, when their patrol hit a roadside bomb, another police officer and health official said. Six other people, including four civilians were wounded.
Health officials in Taji, Tarmiyah and Baghdad confirmed the casualties. All officials spoke anonymously as they were not authorized to release information.
Violence has dropped since the height of Iraq's bloodshed a few years ago, but Iraqi forces have failed to stop the attacks that continue to claim lives almost daily.
Senior central government officials were not available for comment.

RBS prices ?463m Isobel Finance today and places ?290m | CoStar ...
Royal Bank of Scotland has priced and placed ?290m of the outstanding ?463m Project Isobel debt this afternoon in the first European securitisation of a loan secured by a commercial property loan portfolio in almost six years.
RBS has securitised the outstanding balance of the original ?553m four-year loan extended to the special purpose vehicle which owns the underlying 37 commercial property balance sheet loans, which remains owned 75% by RBS and 25% by Blackstone.
The three-class Isobel Finance transaction comprises:
- Class As: AAAs ? ?230m, with a weighted-average life of 1.48 years, paying a coupon of 255 basis points over three-month LIBOR;
- Class Bs: AAs ? ?60m, with a weighted-average life of 1.79 years, paying a coupon of 425bps over three-month LIBOR;
- Class Cs: BBB+ ? ?173m, with a weighted-average life of 1.88 years, paying a coupon of 450bps over three-month LIBOR.
Standard & Poor?s was the sole rating agency, while RBS acted as sole bookrunner and lead arranger.
The legal final maturity of Isobel Finance is 17 October 2038, an estimated six year tail-period following the longest of the underlying Project Isobel?s 25-year dated interest rate swaps.
RBS placed all the AAAs and AAs and, except for the 5% retention requirements under European Commission?s Capital Requirements Directive (CRD) regulations, with a small number of traditional CMBS bond buyers, dubbed ?real money investors?.
Separately, RBS today has listed ?340.9m in junior notes on the Channel Islands this afternoon, which is essentially RBS and Blackstone?s joint equity holding in the form of tradeable junior notes.
This puts Blackstone?s original equity at ?85.225m, while RBS? equity was ?255.675m.
In addition to the ?553m four-year senior loan, priced at 450 bps over three-month LIBOR with a one-year extension option, puts the original discount agreed for the Project Isobel loan portfolio at 34.3%, based on a price of ?893.9m against a nominal of ?1.36bn, according to CoStar News calculations.
The original LTV of RBS? loan-on-loan financing was 61.8%.
Together with the unplaced ?173m BBB+-rated class Cs, RBS has now structured the equity and debt capital stack providing the bank with flexibility to trade either the unmarketed bonds or divest some of its 75% equity stake.
RBS has no current plans to sell either but considers these options to be strategically useful for the remaining working out of the underlying loan and real estate portfolio.
Prior to the final closing of Project Isobel with Blackstone in December last year, RBS decided not to take-up third party financing because the bank believed that the 550 basis points quoted margins was disproportionately high pricing for such an ultimately fast-amortising loan.
Lloyds Banking Group?s Projects Royal and Harrogate, traded to Lone Star and Oaktree Capital Management respectively, are both financed by short-term loans priced around 600 bps over three month LIBOR. ?Oaktree?s JPMorgan loan for Harrogate is thought to be less than 18 months.
The ?553m provided in stapled financing was priced at around 100 bps lower by RBS than could be achieved externally, with this lower cost of capital enabling superior returns to both itself and Blackstone.
It remains to be seen whether RBS? successful placing of ?290m worth of bonds secured by the Project Isobel sub and non-performing loan portfolio encourages a wider adoption of NPL securitisations in Europe, given an apparent trade-off between the lower cost of capital achieved with the time taken to close the partial capital markets exit.
The last securitisation of an NPL was Bluebonnet Finance in December 2006, which was of a ?2.8bn portfolio of former Hypo Real Estate German commercial and multifamily loans bought buy Lone Star?s Fund V in November 2004 with acquisition finance from Citigroup.

The joyful labors of a very happy home ? Youth Villages ? News ...
Foster parents Bobby, right, and Johhny, left, with Jada, Chase and Joseph
Bobby?s day usually begins around six in the morning, preparing meals and getting the children and her husband, Johnny, ready for their day. To say her home is a whirlwind of activity for most of the day is an understatement.
For Bobby and Johnny, it?s a mission of sorts. They both had children from previous marriages, but their union was more than a simple marriage. It was the grand opening of their home.
?It wasn?t like ?those are your kids and these are mine,?? Johnny said. ?It?s all of us together. We?re all in it together.?
During the past four years, they?ve opened their home to more than 10 foster children, recently adopting three ? Chase, 15; Jada, 8; and Joseph, 3. Both coming from abusive and neglectful childhoods, Bobby and Johnny decided their home was going to be a haven, a safe place for children who needed attention, care and love.
?I?ve always wanted to protect abused children,? Bobby said. ?I wanted to help children who?ve been mistreated.?
Chase was removed from his home because of abuse and neglect. He was also physically and verbally aggressive. His first foster placement didn?t work well, but Bobby and Johnny were patient and Chase slowly transformed. He?s part of the family, and helps care for his younger sister and brother.
Joseph was born to a drug-addicted mother. He cried and wailed incessantly while his body weaned itself from the narcotics. He had to be soothed and held constantly. His sleep was erratic. Bobby and Johnny never wavered.
?We just held him and loved him,? Johnny said. ?There wasn?t anything else we could do.?
There are no signs of those troubles now, as Joseph and his freshly cut Mohawk hairdo speed from room to room and down the hallway with his sister. He laughs and plays just like any other 3-year-old boy.
Bobby runs children to doctor?s appointments and other things. In addition to the adopted children, they?re still foster parents to three other children. She calls them all by pet names and maintains an unending supply of affection and energy. To nearly everyone who goes in and out their front door, they?re called Mamaw and Papaw. But there are still standards.
?Oh yes, we?ve got rules,? Bobby said. ?We expect good grades in school, manners, and being respectful of adults and other children. They all have chores to do to help around the house. We expect them to mind.?
The children?s bedtime is usually around 8 in the evening. Bobby and Johnny end the evening cleaning and straightening up the circus of the previous 14 hours.
Most days, Bobby?s evening continues through to the wee hours of the next day.
?Having foster children is like this: It?s a lot of news, and it can be bad one day, good the next day and then great another day,? she said. ?It?s a lot of work and you have to be flexible. But we love all of them. It?s difficult sometimes when they leave ? you want them to go home to their families, but you get attached and you?re sad to see them leave.?
And then the next morning begins the daily routine. Bobby and Johnny said they?d take in more children if they could.
The children are safe. They?re loved. Most important, they?re happy.

Brain parts can evolve independently, shows analysis of brains of 10,000 mice
ScienceDaily (Sep. 25, 2012) ? An evolutionary biologist at The University of Manchester, working with scientists in the United States, has found compelling evidence that parts of the brain can evolve independently from each other. It's hoped the findings will significantly advance our understanding of the brain.
The unique 15-year study with researchers at the University of Tennessee and Harvard Medical School also identified several genetic loci that control the size of different brain parts.
The aim of the research was to find out if different parts of the brain can respond independently of each other to evolutionary stimulus (mosaic evolution) or whether the brain responds as a whole (concerted evolution). Unlike previous studies the researchers compared the brain measurements within just one species. The findings have been published in the journal Nature Communications.
The brains of approximately 10,000 mice were analysed. Seven individual parts of each brain were measured by volume and weight. The entire genome, except the Y chromosome, was scanned for each animal and the gene set for each brain part identified.
Dr Reinmar Hager from the Faculty of Life Sciences compared variation in the size of the brain parts to variation in the genes. He found that the variation in the size of brain parts is controlled by the specific gene set for that brain part and not a shared set of genes.
He also compared the measurements for each mouse to the overall size of its brain. Surprisingly he found very little correlation between the sizes of the brain parts and the overall size of the brain.
Dr Hager says: "If all the different brain parts evolved as a whole we would expect that the same set of genes influences size in all parts. However, we found many gene variations for each different part of the brain supporting a mosaic scenario of brain evolution. We also found very little correlation between the size of the brain parts and the overall size of the brain. This again supports the mosaic evolutionary hypothesis."
Using the data collected from the mice Dr Hager and colleagues analysed the genes that influence the size of the brain to the genes that control the size of the body. They wanted to find out how independent size regulation of the brain is to that of the body.
They found evidence that the size of the brain is governed by an independent gene set to the one that controls the size of the body. Again they found vey little correlation between variations in the size of the body and the brain.
The evidence means that overall brain size can evolve independently of body size.
Following this research more work will be carried out to identify the specific genes that underlie the size of different parts in the brain
Dr Hager says: "If we can identify the specific genes that cause variations in the size of brain parts then there will be big implications for researchers looking at neuronal disease and brain development. We hope this research will significantly advance our understanding of the brain."

"Celebrity status is fleeting," Geof Rayner, former chairman of the United Kingdom Public Health Association, writes in a counterpoint published in the same journal. While celebrities can boost public health campaigns, they "must tread a cautious path of support, because of the risk that the celebrity becomes the story," Rayner said.
"Some celebrities might help, but let?s not look for saviors, buoyed by the happy thought that the work is done when a celebrity is involved," Rayner said.
A more lasting solution may be public health campaigns that "bring together the lobbying power of thousands of ordinary people through the Internet," Rayner said.
It's true that celebrity involvement in health issues can be challenging, particularly if the celebrity presents misinformation about the topic, said Georges Benjamin, executive director at the American Public Health Association. This occurred when actress Jenny McCarthy got behind the anti-vaccine movement.
But on the whole, celebrities can be very helpful in a public health campaign, Benjamin said. He noted that when Couric promoted colon cancer screening ? even having her colonoscopy performed on air ? the publicity led to an increase in colon cancer screenings.

LIFR protein suppresses breast cancer metastasis, study suggests
ScienceDaily (Sep. 24, 2012) ? A receptor protein suppresses local invasion and metastasis of breast cancer cells, the most lethal aspect of the disease, according to a research team headed by scientists from The University of Texas MD Anderson Cancer Center.
Reporting in Nature Medicine, the team described using high-throughput RNA sequencing to identify the leukemia inhibitory factor receptor (LIFR) as a novel suppressor of breast cancer metastasis, the spread of the disease to other organs.
"Based on our findings, we propose that restoring the expression or the function of key metastasis suppressors like LIFR could be used to block breast cancer metastasis," said lead investigator Li Ma, Ph.D., assistant professor in MD Anderson's Department of Experimental Radiation Oncology.
"Lack of clinically proven prognostic markers and therapeutic agents for metastasis are major barriers for eradicating breast cancer deaths," Ma said. "Although many metastasis-promoting genes have been identified, they have not been translated into clinical practice. The exceptions are the HER2- and VEGF-targeting agents, which have shown measurable but moderate benefit in the clinic."
Only a few genes have been established as metastasis suppressors, Ma said, and many researchers believe that such genes play only a minor role in metastasis.
The investigators in this study, however, found that LIFR is "highly relevant in human tumors." While 94 percent of normal human breast tissues show high LIFR expression, LIFR is downregulated or lost in a significant fraction of patients with ductal carcinoma in situ (DCIS) or invasive breast cancer, and loss of LIFR closely correlates with poor clinical outcomes.
Protein works by activating Hippo cascade to throttle YAP Ma said one of the major findings of the study is that LIFR suppresses both the invasion and colonization steps of metastasis by activating the Hippo kinase cascade that leads to functional inactivation of the transcriptional co-activator YAP.
"The LIFR protein is highly relevant in human cancer because it is down-regulated in about 40 percent of human breast cancers and completely lost in nearly 10 percent," Ma said. "Remarkably, in our study of approximately 1,000 patients, we found that loss of the LIFR protein in non-metastatic stages I to III breast tumors is highly associated with poor metastasis-free, recurrence-free and overall survival outcomes."
Ma noted that this work was regarded by peer reviewers as "a ground-breaking contribution" because it:
* Challenges the dogma that metastasis-suppressor genes are only a small component of metastasis compared with metastasis-promoting genes;
* Is the first report of a cell membrane receptor that activates Hippo signaling and has a critical function in cancer; and
* Might have a significant impact on clinical practice.
Ma said information about LIFR in cancer in the literature is very scarce. But some small studies have reported that LIFR is also lost in colon cancer and liver cancer through a gene-silencing mechanism called hypermethylation.
"There are many directions of research that should be pursued," Ma said. "For example, in order to develop LIFR-based methods of treatment, we must further understand the mechanism of its function and regulation of its expression."
Ma added that her group is generating LIFR conditional knockout mice to determine whether genetic deletion of LIFR in the breast will lead to tumorigenesis and metastasis.

NEW YORK (AP) ? The Verizon Wireless version of the iPhone 5, which went on sale Friday, comes with a secret and unexpected feature: it works on AT&T's network as well.
Confirming blog reports, The Associated Press found that the Verizon iPhone 5 accepts an AT&T "SIM card" ? a little chip that identifies a phone to a wireless network. The phone can then be active on AT&T's network.
It's the first time Verizon iPhones have been able to access AT&T's network without complicated hacking procedures. The feature may mean little to most buyers, since they're signing up for two years of Verizon service. But it does give them the option of switching carriers.
It's unclear whether the feature is intended and whether the phones will work with other carriers, such as T-Mobile USA. But Verizon Wireless spokeswoman Brenda Raney confirmed Saturday that the iPhone 5 models it's selling are "unlocked."
Last year, the first shipments of the Sprint iPhone 4S were unlocked and worked on AT&T, but Sprint later issued software updates that turned off that capability.
